The tower was part of the complex of the acient castle-palace of the bishop of Belluno. From 1403 it became tower of the city, when the Major Council placed there the public bell that keeps the time for the city life, as the assemblies of the council of nobles, and to alert the polutaion of the danger of fires. During the venetian age, it was connected to Rector Palace through a wooden "bridge". It was severely damaged by the earthquake of 1873, it was in part demolished and rebuilt with a new appearance, in a neo-medieval revival style, typical of the taste of the time: crowning embattled and elegant mulli8oned windows on the bell cell. Another earthquake in 1936 caused extensive damage and the reconstruction that followed brought the tower to the present appearance.
